Safety barriers and security fencing should be used around worksites, public liability insurance holders have been told.
The warning comes after the prosecution of Carlton Main Brickworks of Barnsley, following the death of a girl on one of its sites in 2007.
It pleaded guilty to breaching Section 3(1) of the Health and Safety at Work Act 1974 and was fined £25,000 and ordered to pay over £22,000 in costs for failing to provide and maintain a barrier around a quarry at the back of its site.
Sheffield Crown Court heard how in April 2007 a 13-year-old schoolgirl died when she was crushed by a boulder weighing almost half a tonne in the quarry.
Health and Safety Executive inspector Richard Noble said that the prosecution should act as a stark warning to construction site owners about providing security fencing.
Earlier this year, public liability insurance holders in Yorkshire and the Humber were reminded that even if no work is taking place, regular checks should still be carried out to ensure that young people cannot get onto worksites.
