Public liability insurance holders can play their part in created "risk intelligent" societies, according to an industry body.
The Institution of Occupational Safety and Health said that it has worked hard to help young people learn how to take educated risks but, with 61 under-19s killed in the workplace over the last decade, more can be done.
It said that it is concerned that our society appears to be losing confidence when it comes to managing day-to-day risk and that more opportunities need to be made to let young people learn about this.
John Holden, president of the institution, said that risk is part of life and so we cannot continue to wrap young people up in cotton wool.
"Many valuable life skills and benefits can be gained from learning to cope with risks in a managed environment, so it's important this is encouraged as much as possible," he added.
Throughout last year, the Health and Safety Executive ran a number of sessions for trainee tradesmen around the UK, highlighting risk and dangers in industry.
