The lives of road users have been put at risk by the fly-tipping of builders' waste, which is believed to be contaminated with asbestos, public liability insurance holders have been told.
ThisisLocalLondon.co.uk said that the materials were found on Woodstock Lane South late last month, including items such as bricks, doors and scrap metal.
A spokesperson for Elmbridge Council said that the situation was a "potentially deadly obstruction for passing motorists".
"Elmbridge Council enforcement officers are investigating the fly tip and will seek to prosecute if the reckless fly tipper is identified," they added.
The local police and council are appealing for anyone who has information or recognised the contents to come forward.
Licensed contractors were called on to remove the waste, costing in the region of £1,000 to undertake.
A Surrey firm was recently fined for fly-tipping after officers found documents in the rubbish which led them to the culprits.
